Grant Agreement European Commission

All formal steps in the preparation of the grant agreement are described in the H2020 online manual. The European Commission may verify compliance with Article 32 by means of audits, project reviews, audits and investigations conducted by the European Anti-Fraud Office (OLAF), demonstrating that Article 32 has been correctly applied to the Horizon 2020 grant beneficiary. A specific model grant agreement with the European Commission is based on a model grant agreement. This template contains specific annexes for financial forms, a form for the obligation to make funds available and a template for reporting on the use of the previous pre-financing tranche. An annotated template of the grant agreement is also available for download. This file contains explanations of the main financial provisions of the Model Financial Assistance Agreement (MGA). The commented model grant agreement covers all Horizon 2020 grants. The specific section on era-NET Cofund is available in Chapter V (pages 574 et seq.). Grant proposals that were not originally selected may sometimes be offered funding at a later stage if a higher-rated project is not completed or if additional funding is available. Therefore, applicants for a reserve should be considered for the period up to notification, but not for the period up to grant, which applies only to successful applicants. If the ERA-LEARN-Cofund funding proposal has been proposed, the European Commission will open a meeting on the participant portal to prepare the grant agreement. The proposed candidate/tenderer signs a legal obligation towards the contracting authority in the form of a grant agreement or a public contract.

This legal obligation constitutes the legal basis for the implementation of the action/project and is the reference document in the event of a dispute. Marie Slodowska-Curie actions, unlike other European projects, include a grant agreement with an amended Article 32. The responsibilities are, of course, linked to the Charter and the Code, but the article focuses on the employment contract, the supervision of the researcher, etc. You can check the responsibilities of the item in the AMGA. The lessons learned from Horizon 2020 lead us to a Horizon Europe focused on promoting participation by simplifying and optimising the overall administrative burden. Like Horizon 2020, Horizon Europe projects will be preceded by the start of the project throughout the preparation phase of the grant agreement. Our hosting team has successfully guided dozens of cooperation projects in their funding preparations, starting with FP7 and throughout 2020. We welcome the changes and improvements to the new Horizon Europe MGA and are well prepared to support you in the preparatory phase of your many successful Horizon Europe grants through the grant agreement.

Following the publication of a call for proposals (grants) or a call for tenders (contracts), candidates/tenderers may submit their proposals/tenders. If your proposal is selected for funding under the EU Framework Programme, until last year Horizon 2020 and since this year Horizon Europe, you are invited to prepare the grant agreement (GA). This funding contract is concluded between the European Commission (the funding agency) and the project consortium. It includes the general conditions of the act/grant as well as the rights and obligations of the parties concerned. The grant agreement and its signature by all parties are a prerequisite for starting the project. Each project proposal is reviewed before funding is approved. In addition to the grant agreement, it is mandatory for all beneficiaries to sign a consortium agreement. Each consortium must define its own structures and rules that meet its specific requirements. To support the preparation of your specific consortium agreement, ERA-LEARN provides a template for era-NET Cofund Consortium Agreement. The model is based on DESCA. DESCA 2020 is a global model consortium agreement for Horizon 2020. Initiated by fp7 key stakeholders and updated for Horizon 2020 in consultation with the FP community, it provides a reliable framework for project consortia.

www.desca-2020.eu/ Most of the provisions of the AGM cannot be changed. However, individual details may be agreed individually with the European Commission/funding agency during the grant preparation phase, such as . B start of the project and the amount of pre-financing. In particular, the consortium agreement should clarify that the MGA also contains various options and special provisions that do not apply to all projects. For EC payments, it is important to plan the reporting periods according to the work plan. The second pre-financing payment is required before the selected transnational project can start. It is therefore advisable to take a closer look at liquidity, especially if you are the coordinator. A liquidity planning template can be found here. . If you have any questions about Joint Technology Initiatives or Article 185 initiatives, please contact the relevant thematic NCPs.

It is important to emphasize that article 32 is one of those articles of the "Obligation to make the best effort"; Recipients must therefore take all possible measures to resolve any conflicts that may arise between their policies/practices and the principles set out in the Charter and the Code. Joint Technology Initiatives (JTIs): IMI, Clean Sky 2, Fuel Cells and Hydrogen 2 (FCH), Bio-Industries (BBI), EPoSS, ECSEL, Shift2Rail, SESAR Article 185 Initiatives: AAL, EUREKA-Eurostars, EMRP, EDCTP, Bonus The coordinator will be responsible for transforming the project proposal into a new document called the Action Description (DoA), which will become the Technical Annex (Annex 1) of the Grant Agreement. The structure and content of the DoA does not differ significantly from the proposal and it is divided into 2 parts: The EU`s new research and innovation programme Horizon Europe is now launched and with all the enthusiasm comes a question to which everyone is looking for an answer: What will change compared to Horizon 2020? Is there still a grant agreement and, if so, what does it look like? The immediate answer is YES, the GA remains mandatory and indispensable! The good news is that it has been developed with a more user-friendly structure and readability. The European Commission conducted an online consultation and around 67% of respondents agreed that a single model grant agreement would facilitate synergies between all managed funding programmes. Does the need to publish research vacancies apply to all H2020 projects or research vacancies within the institution? Horizon 2020 provides a general model financial assistance agreement (general GMA) for research and innovation actions (RIA), innovation actions (IA) and coordination and support actions (CSA), as well as specific models of grant agreements for specific types of projects such as the ERC, the CSIA and the SME Instrument. Differences from the general MGA are indicated at the beginning of the respective GA. An Excel file for the coordinator`s liquidity planning. The publication of beneficiaries of EU funds is a requirement stemming from the principle of transparency. The contracting authority should provide information on its intentions, objectives, operations, practices and results. Such an obligation is fulfilled differently depending on the type of management in which the funds are disbursed: it is important to emphasize that the logo is one of the recognitions (if not the only one) so that the institution can demonstrate that it is taking the necessary measures to implement the principles of the Charter and the Code. In any case, the institution may use other documents to demonstrate the steps it has taken to "implement the principles of the Letter to Researchers and the Code of Conduct for the Recruitment of Researchers." The evaluation of applications must strictly follow the criteria communicated to potential candidates/tenderers in the context of the call for proposals. In addition, these criteria must be applied uniformly to each request/offer in order to ensure equal treatment for all.

The members of the evaluation committee follow an evaluation methodology defined in advance. The timeline below shows an example of the logical sequence of part of the process. For most H2020 projects, the consortium must prepare and sign a consortium agreement. While the grant agreement defines the rights and obligations related to the project, the beneficiaries (signatories to the grant agreement) on the one hand and the EC on the other hand, the consortium agreement regulates the rights and obligations between the beneficiaries themselves with regard to the implementation of the project. For more information, see the DESCA H2020 Consortium Agreement Template. The recipient would not comply with section 32 if any of the following occurred: Note that the selection criteria may include an assessment of the applicant`s financial capacity. Candidates/bidders, whether accepted or rejected, will be informed of the outcome of the evaluation process by letter or online. We would like to emphasise that this is an obligation for project beneficiaries: it is by no means an evaluation criterion for Horizon 2020 proposals. The most immediate way to comply with section 32 is for the recipient entity to receive the "Excellence in Human Resources in Research" logo. As we will describe in more detail, this logo is a recognition by the European Commission to the institutions that have signalled that they are in the process of aligning their policies with the principles of the Charter and the Code.
